Chopper had trouble maintaining his forms because he took 2 rumble balls in less than 6 hours. 1 rumble ball gives him precise control of his extra forms (jump point, arm point, etc.) 2 makes it where he can transform into his extra forms but he can't control which one he changes into, because he took too much of the drug in quick succession. 3 rumble balls equals him turning into that giant form and losing control/consciousness.
