Oh also, sorry for double comment but watch order for the show is Season 1 Season 2 Psycho-Pass: The Movie Psycho-Pass: Sinners of the System (second movie) Season 3 Psycho-Pass: First Inspector So you're good to jump straight into season 2 :) You asked again about is this a manga/light novel etc. so I'll mention again: It is anime original though there was a manga adaptation created alongside the first season, I have no idea of its content because I generally don't read manga. The writer for the show is Gen Urobuchi who was also the writer behind Madoka Magica and Fate/Zero both of which are considered masterpieces by many. Though Gen is no longer the writer after season 1 which is why there is quite a bit of change in season 2

Age of the new inspector so she is 4 years younger than Akane who is 20 ( that card at the end said 2 months later not 2 years later) so she is 16 (maybe 17, she is born Feb and Akane is April). What the vast majority of people don't catch is the new inspector is actually a character we already met. She is the girl from Osu Academy where Rikako Oryu was commiting her murders. She's the friend who survived and blamed herself for telling her friend who died to talk to rikako. We last saw her crying into Kunizuka :P this is more or less what Gino is referring to when he says its sorta their fault she's joined the MWPSB.
