He likely wanted to give it to her father or keep for himself, but instead gave it to Dieter to give him some form of peace. One of my biggest reasons for Levi being my favorite character. Such an intentional and well rounded character!

He lied and gave away the only thing he had to remember those who died just to comfort dieter It is subtly implied by the way the characters speak/act towards one another + japanese culture that petra and levi liked each other so it hits specially harder when levi passes through the other 3 guys but stops and looks at petra's dead body
