It was so successful, Shonen Jump decided to give the author (Gege Akutami) a full series. That One Shot is what the movie is about. It technically was the first thing of JJK to ever come out, but in the anime they elected to adapt the manga first, and then go back and do those 4 chapters as a movie. That's why a lot of the dialogue talks as if you already know who Yuta Okkotsu is.

The explanation of one's powers that characters monologue in these shows because they need to introduce them to the audience is used in JJK as a way of boosting one's power. It's a clever way of recognising these tropes in shonen shows and using them to their benefit without sounding old-fashioned.
