I'm not sure why your version doesn't like the word "criminal", but that's what was said in the beginning of this episode, when that guy is saying "Who would go against the monarchy? Sure, we have some minor criminals, but they would need to be organized to make something happen.". Same thing happened when Petra was explaining Levi's past to Eren (in that cleaning episode), when she said that he used to be a criminal before becoming a soldier, they used the word "rogue" instead of "thug", making it look like he was just undisciplined. That's why you haven't seen or heard anything about those "rebels" before, because so far, it was just a translation mistake in the version you're watching, I believe. I've noticed other few minor mistranslations similar to those in your Blu-ray episodes in the past, but I hadn't commented on it because that hadn't affected your understanding of the show before. Sorry for the wall of text, but I hope to have cleared things up.
