Specifics on Raffle, Goals, etc

So a couple things could use clarification: The 10$ Tier raffle I will draw the winner on a stream, and then contact them here via PM or email. If there's no response in 3 days, I will draw another, and so on until someone replies, and they send me an idea to draw(one character clr sketch).
