The serum is strong only as the recepient is morally and mentally strong so Red Skull, Bucky, these Flagsmashers can't reach the power of the real hero who was Steve Rogers. As an example: the leader of the smashers here left her companion to die, Steve fought even the Avengers to save his friend.
