There are ways for Angel to turn human and be with Buffy. He's just chosen not to pursue any of them. Stas said the Powers told him she would die if he stayed human, but that's not what they said. They said she'd die sooner. Sooner. How much sooner? Ten years? One year? A week? A day? They don't say.
