I assumed that the reason young Helena was not played by the same actress was because she's not supposed to be at that same age in this flashback. The actress who played Charlotte and the other young clones was already getting pretty old for even that part and Helena was supposed to be even younger here. But I was curious and apparently there was also a concern that she wouldn't be able to speak Ukranian convincingly or pull off Helena's "wildness". At least that's what 5 minutes of googling told me. Still, in-universe the closest explanation is age difference.
