Take gunpowder for example, and the difference between Europe and Japan. In both cases, the nobility hated guns because the supreme battlefield weapon was the knight/samurai, both of which represented huge cost in terms of money (very specialized hand-crafted equipment) and training (thousands of man-hours), things only the nobility could afford. But suddenly a peasant with a few hours training on an early rifle could take them down no problem? It must not be permitted! And in very insular Japan it wasn't. The nobility outlawed guns and things went on as before. But in Europe any culture that didn't start using guns got eaten alive by those that did.
