It's just somewhat lazy and inconsistent writing. The actor needed time off from filming and this is what they came up with. Ugh

Like, he was clearly going through something and Fiona could see that, and then he's suddenly just gone and no one cares. Fiona is his legal guardian, she should care more about where he is... I mean, he could be off illegally joining the Army... Oh, wait a minute, THAT'S EXACTLY WHAT HE'S DOING! It just hurts me so much that because he's always been the one who SEEMS to have the least problems, no one really notices when he's actually going through stuff, even if he full on runs away... It's messed up... I mean, when Lip tried to drop out of School, Fiona had so much to say about it, and now Ian has run away, therefore not going to School, and Fiona just doesn't care. If it had been anyone else, she would've made a big deal over it, been out looking for them, constantly texting to try and get them to come back, possibly filing a report. I mean, they cared more about finding Frank back in S1 than they seem to about finding Ian right now... That's pretty messed up and sad... So yeah, although Debs is at that age of backtalking and rebelling and being kinda annoying, she's definitely right about that and it's just really sad to me that she's the only one who seems to care AT ALL... :(

I found the scene with the flashmob to be symbolic of it: Everyone else seems in sync apart from Lip. And the Mickey bathroom scene hurts every time.
