Ted is incredibly dumb, but at least his existence made the last scene with Walt losing it possible. And yes, Walt understands that he and his whole family are now at risk since he had to make the warning call to Hank. For Gus, getting caught by Hank seems worse than not having Jesse around to cook anymore. So he feels he has to deal with him and anyone else that's in the way.
