I think Willow's character was, as you said in your comments, a sign of the time it was filmed. To have a gay character in a TV show was very controversial at that time and iirc they had to fight the network (WB) tooth and nail for it and I do not think that they could have won if they had made WIllow bisexual. But it is clear to everyone that watches Buffy that Willow is bisexual, they just could not say it, as the love she had for Oz (and Xander) was unmistakeable and if Oz had not have turned into a werewolf perhaps they would have ended up happily married with many Willoz children :). I think I read or heard that they intended to have a gay person in the regular cast but not necessarily Willow. When they cast Tara she was not intended to be WIllow's girlfriend, just WIllow's Wicca friend, but when they saw Alyson and Amber's chemistry together they decided to make them a couple. Who knows, in a What If universe it could have been Xander and Larry!
