Ah yes, the whole "gift" question... You are closer to the reality of it than you realize... I believe God or whatever higher power you believe in has a "prime directive" - which is everyone has free will to choose. Even He will not violate this - so yes all Chloe's and even Lucifer's choices are their own. But there is a humongous revelation about the "Chloe as a gift from God" question that is coming soon and it's amazing, surprising and really satisfying. Meanwhile the next episode may seem ridiculous, and some kind of "filler" - but it is an important part of the back-story...
