I was surprised you haven't heard of number stations. I used to listen to them in the early 80s. Such an intriquing mystery. Most people assumed they were codes for spies, so they turned up in a lot spy fiction as a result. Then attention seemd to shift to extraterrestrials around the time I stopped listening. They were kind of a big thing in the small Universe of conspiracy theorists/mystery enthusiasts.
