To answer your question. The council has ties to hydra and we saw sousa follow that lead in 7x3 when he found out hydra was in shield. The key has one of the old hydra symbols that was in season 3. M. Carter on that file is actually her brother micheal and he did not die. At some point he will father someone that is related to sharon carter.
