She has always had the powers, she just needs the emotion to make them work, and she denies them as much as she can. She helped Peter because Jones dislocated Peters shoulder.

I've had similar feelings on and off, while also appreciating some of the limitations they seem to put on them. With this episode in particular. I too felt it was an unusual and unnecessary choice. Although I do see it as just an extention of her psychokinesis or telekinesis abilities. So she isn't necessarily taking control of Peter's mind as a separate power, but controlling his limbs. The limitations they have put on her using her abilities come in the form of her emotional state. Fear for a loved one being the catalyst or simply the amount of Cortexiphan in her system. While this 'most' of the time explains why she's not always running around like a honorary member of the X-Men. They occasionally conveniently forget this helpful explanation when they need her to do something for the plot, or as a set up for something else. Like you I'm not sure it was needed on this occasion. Other than to show again that although she can't control her powers, she'll always have them in her arsenal given the right emotional circumstance. I think there would have been a better way to demonstrate that however.
