The zelakhut hates crime. Not evil; crime. Fella can't stand it when people do things that their local jurisdiction prohibits without facing the statutory punishment for those actions, so he goes around snatching any criminals foolish enough to not be standing next to a bigger criminal and sending them to super-court, where they will get an unnervingly speedy trial and some woefully inadequate legal representation.
