Point Lookout No Automatic Start

Point Lookout is a great addition to Fallout 4 but its automatic start after you exit from Vault 111 is somewhat intrusive. So I have made this preliminary mod which prevents it from automatically starting, but instead you have to read this note inside the control room of the Vault 111 to trigger the quest.
