It's my opinion that "PerosPero" is a take on the Shakespearean wizard character "Prospero" from The Tempest.

Caesar has been doing SMILE fruit, poison gas, and giant research separately so he can sell them to respective clients. In the lab freezer there were random dead prisoners of various giant sizes, all frozen solid. The children were fatally poisoned both by the giant drug and the narcotic used to make them addicts. In the end Law used ROOM to remove them from their bodies, so they should stop growing. Tashigi promised to take them directly to Vegapunk to reverse their growth.
