About How Shiro summoned Saber. You can get some clue from Fate/Zero. Ryunotsuke isn't a even a mage,He didn't even try any hard, just drop a magic circle roughly, and didn't chant the spell correctly.and still managed to summon a servent. The point is the servent is actually summoned by the holy grail itself.The spell,the circle,the spell, magic spell and relic only serve for make the summon more accurately for the master. It is not mandatory.If the holy grail cosider someone has the quality, the someone become master.
