Most of the cinematic techniques are fairly universal across genres. Outside of a few excellent films that innovated (see Cinefix's analysis on It Follows), it's hard to say if horror has its own system.

Accented Cinema

Really interesting take on what constitutes horror. Like humour, it's massively culturally determined. Although... could it be said that horror movies all share common aesthetics? Like camera movement, specific lighting, etc.? I have no training in cinema...
