I included a short video rendered, screenshots and 2 blend files: One you will open and find all of the grease pencil layers without merging, and the other file is ready to render will all grease pencil effects applied in 1 grease pencil layer (you still get to to see the sketch layer if you unhide it), and the compositor effects as well.
