I feel like your doing the thing from 40k where After man had reached peak power of technology that we expanded so far in the stars everything went to hell fast. Earth had turned into nothing more but a giant dust bowl and every human was basically primitive but with some technology around (Kinda like fallout) Until one Being rises up and starts conquering the earth with extreme efficiency and becomes a godlike being that rules for a long life span of about 30k years
