I can see that interpretation, but what dissuades me of that is Panels 1 & 2. Lucy's reaction to Ruth's reaction to having her hand dropped like a hot potato is filled with empathy. She <b>feels</b> Ruth's rejection. So for me, Panel 5 is Lucy telling Billie that she damn well better play along with this gift she's giving her in saving her girlfriend from Billie's thoughtless actions. In addition, I don't see Lucy as a schemer. She's not planning this further ahead than sparing Ruth's feelings. Once that's done, however, we'll see whether she realizes she can use this as leverage to get Billie to do some things she'd rather not do.

2019-01-14 12:48:34 +0000 UTCA little baffled by other comments above that read Lucy's actions here as kindness, or that her faking the claims to cover for Billie is done for the sake of helping Billie out. That may be the case for all I know, actually; but my immediate takeaway from Panel 5 was more or less Lucy conveying a promise that Billie is absolutely going to be paying her back for this later or else Lucy will MAKE her pay.
