Respectfully, I don't think this is accurate. Roz doesn't say anything about whether or not Joyce should have sex. She calls Dorothy on slut shaming because what Dorothy says sounds dead on for slut shaming (and hell, there probably ARE elements of that - it'd hardly be her first time and she's thrown that at Roz twice. No wonder she's done with Dorothy regarding that). Sure, it's not her conversation and so it is 'rude' to say something, but slut shaming is pretty damn rude too and as Roz points out, it's not Dorothy's body to decide what to do with.
Roz doesn't talk about what Joyce should or shouldn't do at all, just about Dorothy's attitude. And I do think she's sincere in the last panel, but Joyce is annoyed enough at this point that she doesn't want to talk about this at ALL, which is fair enough, but also not something Roz can know before Joyce says that.

A lot of people are cheering Roz in this exchange, and while I agree that I think she's correct in spirit, I still find her behavior here very off-putting and invasive. And I can't figure out if that means I'm the asshole?
Like, she's not a part of this conversation. She apparently was just walking by, and decided to start attacking Dorothy under the guise of defending Joyce's sexual agency.
But even that is in a way that makes it clear she's encouraging Joyce to be sexually active, which means she's doing exactly the same thing she's accusing everyone else of- pushing Joyce toward a state that *she* thinks is correct/natural. It's just that because her stance is ostensibly progressive and empowering, she feels justified in pressuring people because it's "helping" them overcome "the status quo."
I think the thing about Roz is that while she's often correct, being correct is never as important to her as is winning the argument. (a likely result of growing up with her sister, who is the debate equivalent of one of those inflatable clowns that always pop back up no matter how much you hit them; after that, I can see how you'd crave not just being right, but having the other person *acknowledge* that you're right)
So even here, where she does have a point about the choice ultimately being Joyce's, I still think Dorothy has a point that for Roz, this is just another chance for her to right about something. See how she tries to piggyback on Joyce's outburst? Again, that's her trying to claim credit/association with Joyce's very understandable frustration.
I'm glad Joyce pushed back against that, because I feel like she's definitely including Roz in the "people who keep talking about stuff I don't want to talk about" group, no matter what Roz thinks.
I dunno, I think that's why I'm frustrated with this whole story. I find the people I empathize and identify with being clingy and weird, and people I acknowledge as having a point being annoying and sanctimonious. And the whole thing is leading up to a conclusion I never wanted (Joyce and Joe together, I really liked their dynamic as friends and would've preferred it to stay that way), so it's all so zero-sum for me.

Agreed we need words since it’s a big scene and small hands, but it also fits. Dorothy is quite focused on Doing Things Correctly. Even cautioning Joyce not to jump into hasty casual sex (because there was any chance she would???) was a form of warning Joyce that decision might be Incorrect. Even middle fingers must be rendered Correctly in Dorothytopia.

Though to be fair, she needed a lot of coaxing to do ordinary adult things like get glasses so she can see, get medicine for her crushing pain, and signing up for an art class that would meaningfully advance her goal of drawing a comic.
