We may not all agree on the nature of this interaction between Joyce and Dorothy, but I hope we can all agree that this strip tells its part of the story beautifully. At the art level, we have a sequence of three panels of the two of them from the same viewpoint. First they are each engrossed in their own reading, then Dorothy looks over at Joyce (to check on how she's doing, in my interpretation), then they are holding hands, but also each back to their own reading. The second and third parts of this triptych are linked by two close-up panels that focus on the actions that change the situation: Dorothy's hand extended in a gesture of offering it, and Joyce taking note of the extended hand (with a mixture of surprise and gratitude, in my interpretation). Willis leaves the panels before and after the linking panels without borders, which often spreads out time a little bit in our perception. Joyce's legs crossing between panels 1 and 2 is a wonderful touch, and I think the framing permits us to notice a change in Joyce's arousal about the same time Dorothy does. The hand-holding in the final panel is asymmetrical, and Joyce is leaning a bit towards Dorothy. I think there are different ways the achieve this tableau in terms of tension or relaxation of the arms, pushing or pulling force, and gravity, and I don't feel that I have to pick just one for now.

It's cute, but so many are losing their minds over it. Settle down, people. To me, it doesn't look like anything more than Dorothy offering Joyce support in a situation she's uncertain about. And given the zoom Willis used on the panels, that's all it is. For now.
