This is so silly because this is not real Joyce needing to give real Dorothy cpr because of actual injury. This is a comic created by Joyce that frequently expresses her inner feelings. There’s nothing sexual about actual cpr. But Joyce writing a story in which Joe suggests she perform cpr on Dorothy reveals thoughts of Joyce as the writer of this scenario that would be different then if this was a medically necessary situation she was put in. Having Joe say the words “You need to do mouth to mouth” is not her writing medical advice. It’s an extension of the bias she still has towards Joe as a horn dog who just wants to watch two women kiss. But Joyce also made this scenario because she’s interested in this idea of a hyper sexual person I think both as a contrast to her old conceptions of purity and as a tool she can use for exploration of things she’s wondered about but has been too anxious to try. Another element here is that Joyce maybe wanted to write a story where she kisses another woman for a man she’s interested in who finds it sexy. A “I kissed a girl and I liked it” scenario meant to titillate men. I think Joyce has never felt sexy before and would like too. But on top of that there be some even maybe just experimental longing within Joyce. What would it be like to kiss a girl she likes? In this space she can explore this idea without consequences.

mouth-to-mouth is part of CPR. And even when it's used not as part of CPR, there's a medical purpose. There is a non-sexual explanation, no matter how "generally understood to carry romantic or sexual subtext" something is, "yes?" I know Willis is ship-teasing, and that requires a non-romantic explanation exists.
