Emma is SELFISH! Her character since the first season, after coming back into Regina's son's life, Emma has acted like Henry is her son and she has all the say, when in reality Henry is Regina's son and Emma has NO say. But, here, yes, it is cruel to Henry to not tell him the truth, and it is wrong to keep the truth of Neal from Henry, but what everyone neglects, is it is even more cruel and wrong to keep the truth of Regina, his REAL mother, from Henry. I feel that is the main reason she does not want Henry to ever know the truth, she wants to remain Henry's only mother, even if it is based on falsified memories.
I honestly feel they could have explored Emma and Hook without killing Neal, because Neal and Emma was over a decade ago, and I believe the "love" they keep expressing for each other is more out of a distant fond memory more than any current chemistry and love. They could have kept Neal for Henry's sake, keeping Emma and Neal as friends and somewhat co parents to Regina's son. But the parental dynamic between Regina and Emma is already complicated enough because for some reason the writers don't acknowledge the legitimacy (not to mention legality) of adoption and that an adopted parent (especially when the adoption took place shortly after birth and) is the real parent, not the person who gave birth to and then promptly gave up not just the child but all their legal and parental rights to the child.

Late to the party but he didn't give it to Belle because she is non magical. Zelena would have easily taken it from her, and possibly her life as well if she tried to resist.
