All mods for free public access are provided through CurseForge by default, unless the mods violate CurseForge's policies (for example, mods for adults or with violent or political content are not allowed to be published on CurseForge).
Mods that were rejected on CourseForge are hosted on NexusMods. Some mods rejected on CurseForge are offered in a public version on Patreon. The full list of such mods is here.
