2021-05-31 06:19:55 +0000 UTCYou didn't read the subtitles during the scene when Levi got the syringe. Erwin told Levi to decide when and WHO to use it on. He never told Levi to be the one to turn into a titan. He only left the syringe and the decisions up to him.
