Reiner, Annie, Bertholdt, Marcel were Eldians who became Honorary Marleyeans. Becoming vessels for the Power of the Titans. Their mission was to retrieve the Founding Titan for Marley before the Eldians did.

Grisha and Dina put the burden of restoring the entire Eldian empire on a child, one that was raised under Marley's version of history. Hence the brainwashing comment by Zeke.
