Yes, he is. Checked with google power =). When you watch so many anime through the years the same VA's are so many times in different shows that you have seen. I started my journey way back in the 90's with video casettes my friend had of Guyver and Rurouni Kenshin anime series. My recommend at some point in future if you feel have time and interest in checking old anime is watch Kenshin anime =)

But One Piece storytelling has always been good so no matter what happens with attitude just go with the ride and you will have fun is the way to watch One Piece.

Nico Robin's VA has a very long and distinguished list (Orochimaru in Naruto and even Nurse Joy in Pokemon), but her most recent credit you've probably heard is that of Vados (the female angel in Dragon Ball Super whose the caretaker of the Universe 6 God of Destruction whose always butting heads with his brother, Beerus). Speaking of DBS, Luffy's VA is also Krillin in the series (fun facts)!
