The reason he won't kiss her is because he knows it'll push him over the edge and he'll more than likely not be able to stop himself from killing her and taking her hand(s). I get the feeling he wants to do something with her at this point, but he's trying his hardest to maintain his composure. He gets off on killing women because you can see he struggles HARD with himself to not choke her out when she's clinging to him. lol I wouldn't put it past him to be a virgin still and he knows all that pent-up frustration he has is just baaaad.
