To clarify, the bunny warrior isn't taking order from the queen. She is a spy for the Formar family, which is the ruling family of Italica (we first met the bunny warrior when she was entertaining Itami who got beat up by Pina's knights). The queen was not talking about her when she said she had someone in Alnus, she was talking about the butler. The butler forged the order to the warrior so the bunny warrior thought the order came from Formar, not the queen.
