Squiggly things on that ball looking food is extremely thinly cut fish, like thinner than paper. So they are moving around like that because of the warmth from the food.

At this point, Shiroe's already convinced the merchant guilds and the smaller guilds, the only issue he really has to worry about are D.D.D and the Black Sword Knights. Those two guilds' main goal is to keep expanding their guilds and going on quests. Without access to the guild building, they can't add new members to the guild, nor can they even disband their guild and make a new one elsewhere. Plus the issue with the bank also being in the guild building. Essentially Shiroe's trapped them in a limbo where they've got no monetary assets, and they can't even expand their manpower.
