They aren't inherently good or evil, but from human perspective, they're bad news because they can easily wipe out humans if they want to (and there's not much stopping them). Same with everyone wanting to see the slime for themselves. We see things from the monster perspective in this show, but typically monsters aren't banding together to make a peaceful country to live in. In most cases, monsters banding together is bad news for towns nearby, so of course they are doing their due diligence to make sure their home remains a safe place to live. It's not that they don't trust slimes, they just don't trust monsters in general, which is probably normal. Also Rimuru doesn't want a war with other factions, especially a demon lord army, so of course he's not letting Milim drag him into a war against Carrion. It's easy for him to take out these clowns, but he knows nothing about how strong Carrion is, so risking his entire village out of spite would not be very smart. Remember that his one encounter with a demon lord is Millim, who is at least 10x as strong as him (stronger because this estimate was made when she wasn't even serious). Also, from the other end, they are showing disrespect because the messengers at least clearly didn't see Rimuru as a threat (why should they? he's a slime and they're working under a demon lord). It's like a first world country approaching a third world country. That said, Phobio is definitely not a bright one, clowning himself over Millim.
