So they released the first 3 episodes of Season 2 as OVAs (the 4 episode teacher arc was 3 OVAs and episode 1 concluding it) so they could focus on his meetings

Considering how powerful and how utterly stupid for the entire population of magic users, such things should be one of the most expensive things on this world to even activate. Theoretically, if such anti magic barriers that inhibit magic in its area exists, then barriers that inhibit and dampen physical force should exist too considering they are all types of energy. Alas animes only take the easy cheap route and just put in anti magic stuff in it.
