I don't know what you are watching, but Usopp and Sogeking are different people. Sogeking is from Sniper Island while Usopp is from Syrup Village. Sogeking wears a cape since he is a Hero! While Usopp don't wear a cape since he is a Pirate! Clearly two different people with some similar features! (Nose)
