Tsukasa is only willing to revive young people because they will have a better chance of surviving, also he hates old people. The young people he revives will grow old and have kids, and those people will cultivate land and have more kids. I think that in his mind, every old statue he breaks is one less old rich person from our time who will try to take their old resources back. He hates them anyway, they couldn’t save his sister.
