The whole point is that for them it is better to do their best to stop billions of deaths (or however many they can) instead of doing the easy thing and just say it is out of their hands. It's like Watchmen, After the antagonist's plan succeeds most of the heroes go along with it knowing it's wrong simply because going against it would make all the sacrifices meaningless, making them complicit in the crime. The scouts have to decide if they will let the Rumbling happen or stop it knowing their homeland will most likely be destroyed. AoT is great precisely because it has these tough moral dilemmas with no easy answers.
