Deviating from the laws of succession risks throwing the realm into a civil war if the older daughter can get support from unhappy nobles in a bid for her "rightful throne". 2) either its ultimageniture where the youngest daughter is the crown princess normally, or its an elective succession where the nobles and the crown each get a vote on the successor and Malty lost. 3) Malty is bastard, a child born from adultery by the king or the queen.... in which case she could never ascend so long as melty is alive or after melty has a daughter that child lives
