2021-06-10 13:53:35 +0000 UTCSPOILERS My theory on this is that it has to do with intent. A random dude can’t just come up to all might eat his hair and get all for one like the first couple ep said. I think deku just wanted to win this fight but in his core didn’t wanna give up the power so it didn’t fully transfer. Not to mention that “mean as he is” bakugo wouldn’t want deku to lose everything he worked for so maybe one for all works like a contract of “i want u to have this and u want to get this. Transfer”

So MOVIE SPOILERS for those who have not seen the MOVIE. Maybe one of the quirks he gets is to temporarily boost others powers. Other theorie, we know now that the people inside One for All are "live" they know whats going on. So they choose to stay with deku, but give part of their power to Bakugo. One for All is a strange quirk
