Her whole mission is for fish-men and humans to live together. However, that can not happen if they hate each other. She wants the cycle of prejudice and hate to end. She doesn’t want the fish-men to display that level of hate toward humans in front of the kids so that the kids don’t grow up hating humans without ever forming their own opinions based on experience with them. Think about this as any real world comparison. I’m black so I compare it to how black people were treated by a majority group. You don’t teach your kids to hate the other group.

Like Strawberry said to Fisher Tiger he would be arrested on the counts of Assult and EVAISON. If she did not do that Koala would yet again become a slave. It wasn't the right thing to do, but it makes sense.

The one that also split off from the sun pirates, was the same fishman that caught hachi when camie asked the strawhats to free him in exchange for takoyaki. Basically after everything that happened they now try to catch and sell their own kind( including a former crewmember ).

Don't forget that Koala (the little girl) was seen walking around another island with those big, scary fishman pirates while carrying such a heavy load. so it's possible that the inhabitants of that island contacted the Navy (possibly out of concern that the pirated had kidnapped her to be a slave and/or to be eaten by them). Also the Sun Pirates had obtained an Eternal Pose (read: compass) to Koala's home island, so it's possible that whomever they got that pose from also informed the Navy. At any rate the Navy is very likely able to plot the Sun Pirate's movements on a map and, after cross-referencing the list of missing slaves with the description of the girl with them, were able to discern their reason for heading there. After which they could have simply made a call to the elders there and said something like, "We have reason to believe that the Sun Pirates are headed to your island, most likely to return to you a girl who was sold to the Celestial Dragons. We intend to set up an ambush to rid the world of these heinous criminals for good, all you have to do is not warn them that we are coming. In return for your cooperation we will not repossess the girl and return her to her rightful owners, indicating in our report that she was killed by the evil fishmen instead." Assuming that my conclusions were correct, why then would the Navy tell Fisher Tiger that the villagers were the ones who contacted them rather than the truth or nothing at all? Because, simply put, a driven man will fight harder than one who's been demoralized. If they told Tiger the truth, then he would be driven towards anger against the Marines. But by telling him the villagers sold him out they make him question why he went through the trouble of bringing her al the way back here for. We know from the Summit War that the Navy aren't above taking creative license with the truth to make things go their way, so too I believe it to be the case here. Finally, where you heard the name "Koala" from: I believe that it was from Impel Down, where one of the Marines outside the prison saw one of the demon guards peeking out from behind the doors (the koala one) and said "Koala?"
