So If you remember how the minister of the left explained the New world Log Pose to Nami. That the Log had recorded 3 magnetic pulls. The more the needle on the log pose moved the more dangerous the island is, and the needle that moved the most is Raijin Island. That was why Smoker waited for Luffy and Gang at Raijin Island because he new Luffy would come there, but still he was using a wiretap transponder snail. Then he heard that Luffy was going to Punk Hazard an island which had lost it's magnetism.
