2021-09-06 18:14:15 +0000 UTCThat explanation isn't very good. The only type of haki completely dependant on willpower is Conquerors Haki. Anyone can learn Armament or Observation if they fight enough or find the right person to train them. Saying anything more about what kind of people Conqueror's can manifest in isn't exaaactly spoiler territory but I think its better to leave the mystery of it alone and let you guys find stuff out about it as you watch. Haki is definitely not as straight forward as "born with it" or some "chosen one" type thing tho lol It can be explained as manifesting your will power, but anyone can have willpower, and fights aren't decided purely by Haki. Devilfruits do exist after all, and some of them are nasty

2021-09-06 17:29:15 +0000 UTCSo think of Haki a bit of like Stands in JoJo's. Haki users can sense other people's Haki kinda like how Stand users can sense another person's Stand. Haki is basically a person's willpower, so the more willpower a person has, the stronger their Haki is. And due to that, people are adept at either Armament or Observation Haki; the exception to this is Conqueror's Haki which you kinda have to be born with in order to use; however, despite that, all three types can be trained which gives better control when using them

Of course he was going to kill them, and it is despicable that he would perform such potentially lethal experiments on them, but fortunately he was stopped by Luffy and the others before he could get that far. On the other hand Cesar has killed a good number of people, both in that initial lab explosion and the subsequent release of the poison gas, and there's aspects of his experiments that we haven't seen yet that might have you hating him again once they come to light, but for now at least we are in that strange place where we can kinda like him as long as Law has a firm grasp on his leash.
