In case I missed you guys figuring this out, but the "hero" the Tontas are talking about is Noland from the Skypea arc and he, like the diver guy, always had a chestnut looking hairstyle. The names are just taking the beginning of their actual names and combining it with the "land" of Noland

And Rayleigh does have Conqueror's Haki we have seen him use before and he taught it and showed it to Luffy. Since Rayleigh has Conqueror's Haki and he couldn't hear the Sea King's it can be assumed it is some other special ability or trait

Armament Haki does not stop Devil Fruit power from working, all it does is make an object like your skin or a sword harder and it lets you hit Devil Fruit users like Logias and Luffy's Rubber. It is essentially adding Spirit onto an object to deal damage, you will notice that when using Haki on a Logia like Smoker it doesn't force him to stop being smoke it just lets Luffy hit him. So the only way Armament Haki can protect you from an ability, say like Law's ability, is if your Haki is strong enough to stop the attack right where it touches you. Virgo got cut even in Armarment because it's implied Law's Haki was stronger so he could still cut through him

I doubt his devil fruit was so impressive and useful when he first ate it. To me, it's no more cheap than Robin's abilities, or Luffy's unbelievable luck. He's really powerful, but he fits the world he's in.

Third was when training Luffy when showing of the three basics of Haki. against the giant elephant at Rusukaina.
