Exactly. So the way to look at it, he isn't really undoing D-Mails, but sending D-Mails that counter the D-Mail that was sent in the previous world line. He isn't sending D-Mails to different world lines, he is sending it to the past in the current world line to undo the effects of the previous world line D-Mail in order to get back to a world line that is similar to the previous one, so that he can undo the effects on that one. So main point is that, he's thinking in the right way because this is the only way to undo Moeka's D-Mail that you guys keep pointing out. I'll give an example so that it's easier to visualize. Previously, Okabe sent a D-Mail to Rukako's mom about telling her to eat a certain way in order to get a girl. But they can't send a D-Mail to Okabe to not send this D-Mail because this didn't happen in this world line. So you can't undo something that you didn't do in the current world. What he can do is reverse the effects by sending a D-Mail to Rukako's mom and telling her that the message she got (Types of food to eat) which was a DM from another world line) was a prank. Once the D-Mail is sent, a new worldline is created where the message essentially materialized out of nowhere. Okabe can't just send a D-Mail back telling himself not to send the original D-Mail that created the worldline since on that worldline the D-Mail was never sent. It was sent from the now unreachable original worldline.
