This is because the Japanese word used, that is semi-incorrectly (yes, it can obviously mean healing, but technically the word itself also means "to turn back", which can mean both Restoration & Time Rewind, or trying again basically, depending on context) translated as Heal, permits it because of semantics, just like how in One Piece they fuck around w/ DF themes on conceptual level, so you can do BS moves even w/ rando DFs, if you can technically argue that "X is Y, so I can do it cuz of DF of Y", because of cultural perception by society, regardless of whether or not it has any actual basis in Physics
