While the ranking in Clover Kingdom has more to do with getting the stars(by doing good things and completing missions) So you can become a senior magic knight and be mediocre power scaling wise but you did a lot of good things for the kingdom over a long period of time.

(because earlier the show said that Queen can see everything in her kingdom, so she protected them?). Why Noelle will bother to do that? In addition, she (Noelle) needs to control her magic very well, with which she has problems.
